Job Title:            Chief Operating & Accountability Officer  
Reports To:        Superintendent
FLSA Status:      Non-exempt 
Contract Days:  Twelve months 
Salary:                Competitive salary commensurate with education and experience

Summary Description
The Chief Operations & Accountability Officer serves in a staff capacity to all administrators in the system regarding matters pertaining to operations, finance, and sponsor accountability.  Responsible for planning, coordination, and supervision of the system’s business and financial operations.  Additionally, responsible for identifying potential efficiencies and implementing action plans to improve overall operations in order to obtain financial savings.  The Chief Operations & Accountability Officer oversees all finance, human resources, facilities/maintenance, transportation, information technology and other operational areas.  Serves on the Superintendent’s cabinet and leadership teams.  
  • Finance 
    • Negotiates all financial contracts for products and services.  
    • Negotiates the purchase and sale of real estate and fixed assets.  
    • Prepares and manages the annual budget. 
  • Human Resources 
    • Administer a program for workforce planning and employment, benefits and compensation, employee relations, and employee evaluation and  development. 
    •  Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting thorough and objective investigations; representing the organization at hearings
    • Ensures compliance to Missouri Certification standards and supports staff certification efforts.  
  • Operations 
    • Advises the Superintendent on all operations matters. 
    • Services and provides guidance to the Board Finance and Governance Committees
    • Leads development of the Annual School Calendar 
    • Manages vendor relationships, including but not limited to, facilities, food service, transportation, and technology.  
  • Master’s degree from an accredited college or university in administration, business management, operations management, finance, accounting or personnel administration.  At least 7 years of experience as a building, department or district administrator with progressively higher levels of responsibility.  
  • Considerable experience in progressively responsible positions, including staff recruitment, selection and assignment, and employee relations. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
